The Centre for North East Studies and Policy Research (C_NES) established in 2000 and based out of Guwahati and New Delhi has eminent writer journalist Sanjoy Hazarika as the Managing Trustee. The Centre for North East Studies and Policy Research C_NES interests include governance environment information gender health human resources culture and heritage and regional cooperation among others. 1.The organization has been providing basic health care services through specially developed boats equipped with laboratories on board as well as pharmacies to ten districts in Assam through a Public Private Partnership (PPP) with the National Rural Health Mission (NRHM) Government of Assam .The goal is to take sustained health care to lakhs of persons on the islands, for the first time since independence with a special focus on women and children, who are the most vulnerable in difficult conditions. Unicef is also partnering the organization in Dibrugarh. The goal is to reach 10 lakh persons, or one third of the flood-vulnerable population of the state by 2010. 2. The education initiative of C-NES with UNICEF support in Dibrugarh and Lakhimpur districts has been able to reach out to a sizable number of school left outs helping them to rejoin the mainstream education. 3. The organization launched a Ford Foundation funded project in 2006 to improve the status of this highly endangered river dolphin species as part of a larger study on livelihoods in Assam. The project aimed at creation of dolphin protection zones or areas along the river with active local participation. Through a series of awareness programmes hundreds of fishermen who had used dolphin oil extensively for decades have been weaned away. The alternative bait based on fish gut is more effective, legal, generating more catch and consequently more income. After sustained campaigns by C-NES and other like minded organizations the State Chief Minister designated the river dolphin as the State Aquatic Animal.
